Los Angeles River Management

With adoption of the Los Angeles River Revitalization Master Plan (LARRMP) in May 2007, the City of Los Angeles approved the following 3-tiered management structure to guide long-term River revitalization:    

 

The Los Angeles River Memorandum of Understanding (River MOU)— approval expected in late 2008

Lead: Bureau of Engineering, Los Angeles River Project Office (LARPO)

The River MOU comprises the governmental tier of the management structure; it is a cooperative agreement between the City and the Los Angeles County Flood Control District. In the future, it is expected that the US Army Corps of Engineers will join with the River MOU via a separate agreement. The River MOU covers the River’s right-of-way and establishes a joint City-County River Cooperation Committee that will review projects proposed for implementation within the River right-of-way (within the City). The River Cooperation Committee will serve to streamline communications and coordination regarding River projects and is expected to result in more efficient and effective delivery of River projects. Future related agreements—such as the proposed River Master Use Agreement—are intended to outline cooperation on specific issues, such as maintenance, security, and liability.

 

The Los Angeles River Revitalization Corporation—approval expected in mid-to-late 2008

Lead: The Community Redevelopment Agency of the City of Los Angeles (CRA/LA)

The Los Angeles River Revitalization Corporation (RRC) is the entrepreneurial tier of the LARRMP’s management structure—a nonprofit, nongovernmental organization that will be tasked with implementing the LARRMP through land development and project management. The RRC will be empowered to own and develop land and structures, manage and operate facilities, and to use a variety of legal funding tools and partnerships to help achieve the objectives of the LARRMP. The RRC embodies an entrepreneurial spirit combined with civic commitment to advocate implementation of the Plan.

 

The Los Angeles River Foundation—approval expected in mid-to-late 2008

Lead: Bureau of Engineering, Los Angeles River Project Office (LARPO)

The Los Angeles River Foundation will be an independent, nonprofit entity established by private individuals to advance environmental, educational, social, cultural, historic, and capital programs for the River, its tributaries, and related communities. The River Foundation will raise funds through grants, donations, sponsorships, and partnerships to build an asset base and operating capital in support of programs for revitalization of the Los Angeles River.
